Back in October, our CEO, Elon Salfati, joined Lord Ian Duncan of Springbank, representatives from KPMG, ziggiz, Defense Advanced Research Projects Agency (DARPA), UCL, and other senior leaders at the UK House of Lords for a conversation about AI's role in economic growth and national security.
The venue was historic, but the implications are profoundly contemporary. We're entering an era where AI maturity isn't measured by how quickly you adopt, it's defined by how much strategic control you retain.
The discussion surfaced a critical vulnerability that most enterprise leaders haven't fully confronted. When your proprietary data, operational expertise, and decision-making frameworks become encoded in AI systems you don't ultimately control, centralized under foreign jurisdictions, dependent on vendors whose interests may diverge from yours, what happens to your strategic autonomy?
The Maturity Paradox
The current AI landscape presents organizations with a troubling paradox. Speed to adoption has become the dominant metric of success, yet velocity without sovereignty creates cascading strategic risk. Firms racing to implement ChatGPT wrappers, deploy vendor-dependent agents, or chase the latest foundation model release are optimizing for the wrong variable.
The real question isn't "How quickly can we deploy AI?" It's "How do we build AI capability that preserves strategic independence while delivering measurable value?"
Introducing AIMM: A Practitioner-Built Framework for True AI Maturity
This gap is precisely why we've developed the AI Maturity Model (AIMM) - a comprehensive assessment framework built in collaboration with a coalition of senior technology leaders across Swiss, UK, and EU financial services, private equity, and enterprise organizations.
Unlike vendor-driven frameworks or academic models, AIMM emerged from real-world implementation experience. It addresses the critical gaps we've observed across dozens of enterprise AI initiatives: the inability to measure data fragmentation, the absence of confidence metrics for AI-assisted decisions, the lack of operational friction visibility, and most critically, inadequate frameworks for decision sovereignty.
The Four Rings of AI Maturity
AIMM is structured as four concentric rings, reflecting the reality that AI capability builds from a strategic foundation outward to organizational scale:
Ring 1: Strategy & Value (Core) This foundational ring establishes why an organization pursues AI and how it measures success. It includes AI Strategy & Portfolio management and Value Realization frameworks. Without clear strategic alignment and quantified value, AI initiatives devolve into disconnected experiments that consume resources without delivering a competitive advantage.
Ring 2: Data & Architecture (Foundation) The technical prerequisites for AI success live here: Data Readiness and AI Architecture. This is where we measure the Silo Score, our proprietary metric quantifying how fragmented organizational knowledge has become across systems, formats, and access controls. Organizations with Silo Scores above 60% face fundamental barriers to AI maturity, regardless of how sophisticated their models might be.
Ring 3: Governance & Operations (Execution) This ring ensures AI deployments are compliant, secure, and maintainable through AI Governance and Security & Compliance domains. For regulated industries or organizations operating under EU AI Act requirements, this ring determines whether AI systems can be deployed at all.
Ring 4: Adoption & Scale (Application) The outer ring focuses on Organizational Readiness and Operations & Observability. Even technically perfect AI systems fail if organizations lack the change management capability, workforce skills, or operational discipline to sustain them in production.
Purpose-Built for the Generative AI Era
AIMM includes dedicated modules for Generative AI and Agentic AI maturity, capabilities that didn't exist when most frameworks were designed. Module G addresses foundation model strategy, prompt engineering, and output quality controls, including hallucination detection. Module A provides governance frameworks for autonomous agents, including autonomy boundaries, human-in-the-loop design, and override mechanisms.
These aren't afterthoughts. They're integrated assessment domains because GenAI and agentic systems present fundamentally different risks and opportunities than traditional ML.
Novel Metrics: Making the Invisible Measurable
What distinguishes AIMM from existing frameworks is three core metrics that address measurement gaps no one else has tackled:
Silo Score: Measuring Data Fragmentation
Traditional data governance frameworks track data quality. But they don't quantify the degree to which organizational knowledge is fragmented across systems, trapped in formats AI can't access, or locked behind permission structures that prevent synthesis. The Silo Score combines data asset discovery rates, cross-system lineage coverage, knowledge graph density, semantic interoperability, and access friction into a single metric ranging from 0-100%. Lower scores indicate better integration and higher AI maturity potential.
CAIR: Confidence in AI Results
Technical accuracy metrics tell you whether a model is correct. They don't tell you whether your organization trusts it enough to act on its outputs. CAIR bridges this gap by measuring organizational confidence through validity assessment, reliability testing, explainability evaluation, fairness measurement, and user trust surveys. Organizations with CAIR scores above 70 can appropriately deploy autonomous systems. Those below 50 should maintain human oversight regardless of technical accuracy.
Operational Drag Index
The gap between AI's potential and delivered value is friction - time to production, model decay, incident response delays, change failures, infrastructure inefficiency. The Operational Drag Index quantifies this friction with a target of 1.0 (all targets achieved). Organizations with scores above 4.0 face severe operational barriers that prevent them from realizing AI value regardless of investment level.
Decision Sovereignty by Design
Here's where AIMM diverges most sharply from existing frameworks: it embeds decision sovereignty assessment throughout the maturity model.
In the Data & Architecture ring, we measure data sovereignty and residency controls, not just whether data is compliant, but whether organizations retain the ability to process sensitive information locally without dependency on foreign cloud providers.
In the Governance ring, vendor governance assessment includes concentration risk measurement. The Concentration Risk Index quantifies dependency on individual AI providers. Scores above 5,000 indicate high concentration, typically a single vendor controlling more than 70% of critical AI workloads. This is a strategic vulnerability masquerading as efficiency.
In the Strategy ring, we assess whether AI portfolio decisions preserve optionality or create path dependencies that limit future strategic choices. Organizations at Level 5 maturity our highest tier maintain the freedom to pivot, switch vendors, or bring capabilities in-house without catastrophic disruption.
The Coalition Model: Peer Learning at Strategic Scale
The coalition structure serves two purposes. First, it ensures the framework evolves based on real implementation experience rather than vendor interests. Second, it enables confidential benchmark data sharing, allowing members to understand their relative maturity position within their industry vertical without exposing proprietary information.
Our coalition currently includes senior technology leaders from major financial institutions, enterprise technology firms, and investment organizations. We're selectively expanding to include leaders who recognize that AI maturity is about strategic control, not just technical sophistication.
Why This Matters Now
The broader lesson from our House of Lords discussion extends far beyond geopolitics. Every organization implementing AI faces the same fundamental choice: build capability that preserves strategic autonomy, or optimize for short-term convenience at the cost of long-term sovereignty.
The AI vendors pitching "fully managed solutions" aren't wrong that their offerings reduce complexity. But they're not transparent about the strategic cost: once your proprietary workflows, decision logic, and operational intelligence are encoded in systems you don't control, you've ceded competitive differentiation to become a customer of someone else's intelligence.
This is why AIMM explicitly measures decision sovereignty alongside traditional maturity dimensions. It forces organizations to confront uncomfortable questions:
- What happens if your primary AI vendor changes pricing, restricts features, or is acquired by a competitor?
- Can you independently validate the outputs from AI systems you depend on for critical decisions?
- Do you maintain the technical capability to switch providers or bring capabilities in-house?
- Are your most valuable operational insights being used to train models that benefit your competitors?
Organizations at Level 5 maturity answer "we're prepared" to these questions. Those at Level 1-2 realize they haven't asked them yet.
